Dr Shabnum Sarfraz is a senior development and management professional with over 15 years of senior leadership experience with bilateral and multilateral agencies, donors, development partners and public sector,nationally and internationally. As technical advisor to the federal and provincial governments, she has provided extensive specializedsupport at policy and program level to the senior most tier of policy and decision makers. During her 20 plus years' work in the development sector, she has created valuable linkages within the development communities, bureaucratic leadership, academia and senior research professionalsacross related sectors and functions.
Dr Sarfraz has well recognized technical expertise essential for successful development, implementation and monitoring of large and complex interventions. Her areas of interest are health systems reforms, health workforce planningand data driven programmatic and policy initiatives. Her pioneering work on human resource for health (HRH) is internationally recognized as a model for the region to replicate. In her last role with the Government of Punjab, Pakistan, Dr Sarfraz led conceptualization of one of the biggest andcomplex public health reforms in Pakistan i.e. the establishment of a public health management authority.
Previously she has served as Senior Technical Advisor to Marie Stopes International (MSI) UK, Member Country Team for International Planned Parenthood Federation (IPPF)and as department-notified provincial focal person for health policy, health workforce planning and research initiatives. She has recently been elected as Executive Council Member of the Population Association of Pakistan (PAP) and is an active member of the International Association of National Public Health Institutes (IANPHI) and the Global Gender Equity Hub (GEH). Dr Sarfraz is a strong voice at policy forums and a leading advocate for promoting gender equality and advancing women empowerment. She launched the Women in Global Health Pakistan Chapterto enable gender transformative leadership in health in Pakistan.
She holds a master's degree in management from Surrey University, UK; a bachelor's degree in medicine from Pakistan; and post-graduate certifications from LUMS-McGill University, London School of Hygiene and Tropical Medicine; Johns Hopkins University Bloomberg School of Public Health; and Queen Margaret's University, Edinburgh, UK.
She sits on several boards, regional, national and international committees and working groups. She also serves as senior advisor to multiplepublic and private sector institutions in Pakistan for their social sector initiatives.
